The Industrial Development Agency and The Polish Investment and Trade Agency were responsible for the preparation of the largest foreign direct investment in the history of Poland

On June 16th, 2023 Prime Minister Mateusz Morawiecki and Intel Corporation CEO Pat Gelsinger initiated the largest foreign direct investment in the history of Poland. The technology giant from Silicon Valley will invest nearly PLN 20 billion in the Semiconductor Integration and Testing Plant in Miękinia. The Polish Investment and Trade Agency and the Industrial Development Agency, in cooperation with the Ministry of Digital Affairs and the Legnica Special Economic Zone, were responsible for substantive support for the investment, which opens a new chapter in the history of Polish industry.

The largest foreign direct investment in the history of Poland


From 2021, ARP and PAIH, supported by the Minister of Digital Affairs Janusz Cieszyński, were involved in acquiring the Intel project for Poland. Poland competed for the placement of the investment with several other countries. The Agencies, together with the Ministry of Digital Affairs, jointly helped the American company at every stage of the preparatory work for the investment, and in cooperation with the Legnica SEZ, they participated in the preparation of the offer and presentation of investment sites.

The most important companies in the world from the modern technology industry choose Poland as a place for their investments. This is an indisputable fact. More proof of this is Intel's latest investment in our country. It is also the largest foreign investment in Poland’s history - its value is as much as USD 4.6 billion. Plus 2,000 new and well-paid jobs will be created - said Waldemar Buda, Minister of Development and Technology.

Intel's factory is more than just another investment. This is a project that can be an impulse to revolutionize the Polish economy - opening a new chapter in the history of Poland’s industry. That is why the Industrial Development Agency has made every effort not to let this opportunity out of its hands - emphasized Krzysztof Michalski, Vice Chairman of the Industrial Development Agency’s Management Board.

The choice of Poland as a place to invest and at the same time build a key element of the European semiconductor industry is not accidental. It is proof not only of our country’s exceptional attractiveness for investment, its security, but also of a perfectly functioning investor support system - added Paweł Kurtasz, Chairman of PAIH’s Management Board.

Intel's Semiconductor Integration and Testing Facility is the largest high-tech investment in this region of Europe. The choice of American investors fell on Miękinia near Wrocław. Decisive factors were the infrastructural facilities and the proximity of the academic center with a strong technical University. Only in the production area alone, the plant will employ over 2,000 employees, mainly highly qualified specialists and engineers.

This is the first investment of this type in Europe, so the fight to get it was hard and long. Intel has been present in our country for 30 years. It is successful thanks to the excellent staff of specialists and engineers for which Poland is famous. However, an investment of such a large caliber is always preceded by very detailed analyses of competitive offers from different countries. Thanks to our efforts, Poland passed this exam with the best result, despite the fact that the competition was really strong. We are glad that we could contribute to the construction of a new, extremely modern industry in Poland. We hope that this will be the beginning of a real investment boom in Lower Silesia, and that other technology giants will follow in Intel's footsteps and invest even more often in Poland - said Marcin Fabianowicz, Managing Director of PAIH’s Investment Department.

There has never been an investment on such a scale in Poland. Therefore, its preparation required extensive cooperation. A special team worked on the preparation of the project at the headquarters of the Industrial Development Agency, our branch in Wrocław, the Polish Investment and Trade Agency and the Legnica SEZ, and we also received support from the Ministry of Digitization, the Ministry of Development, the Ministry of the Environment, the Ministry of Infrastructure, Polish Waters, KOWR and representatives of numerous local Governments. Professional coordination of the activities of so many institutions was the key to the effective implementation of this groundbreaking project - added Zbigniew Bednarski, Director of ARP’s Branch Coordination Office.

In order to ensure optimal conditions for the operation of the investment, ARP intends to further its cooperation with the Legnica SEZ. The first task is to properly prepare the plot for the investment - both for Intel and for its cooperators. The American company’s plant will be built on an area of almost 300 ha. The whole project - the activity of both the investor and its subcontractors - will generate at least 10,000 new jobs and will become a development incentive for Lower Silesia and Poland as a whole.

Intel is one of the world's leading manufacturers in the semiconductor industry. The processors are manufactured using technology straight from Silicon Valley and are indispensable in production for all sectors of the electronics industry - from basic household appliances to the most advanced computers. Intel's investment positions Poland’s economy in the global supply chain of the most dynamic technology industry of the twenty-first century.

The Industrial Development Agency has extensive experience in cooperation with the largest foreign investors. The Agency already manages the largest industrial park in Poland. Over 10,000 people are employed in the companies operating in the Kobierzyce Industrial Park. LG Energy Solutions - Europe’s largest plant for the production of batteries for electric cars operates there and LG’s investment has already reached several billion zlotys.

PAIH has also for years been working to increase the inflow of foreign direct investments to Poland, being the main point of contact for all investors. In the previous 5 years alone, thanks to the Agency's support, it has been possible to attract investment projects to Poland, with a total value of over EUR 15 billion, which contributed to the creation of at least 70,000 jobs. Most of the investments are in the e-mobility, BSS-IT, R&D, food, machinery and automotive industries.

In turn, the Legnica Special Economic Zone is one of the most dynamically developing SEZs in Poland. Only in recent years it has attracted such giants as PepsiCo - an investment worth over PLN 1 billion, generating 450 jobs and Viessmann - another investment worth over PLN 1 billion, generating nearly 2,000 jobs.

Just over two weeks ago, the PepsiCo factory was opened, in Świętem near Środa Śląska, the most environmentally sustainable plant in Europe, producing snacks to be delivered to 20 European markets. Now we are continuing the trend. Intel's investment is proof that the areas of the Legnica Special Economic Zone are a great place for the development of not only small business, but also powerful global projects - said Przemysław Bożek, Chairman of the Legnica Special Economic Zone’s Management Board.

Intel Corporation's investment will increase the resilience of supply chains for products of strategic economic importance. The European Union aims to increase its share of global semiconductor production up to 20% by the end of 2030. Intel's investment will be one of the key moves to achieve this goal.

For years, Poland’s rapid economic development has been possible, to a large extent, thanks to attracting foreign investments with an increasingly higher level of technological advancement. The semiconductor industry is crucial for the development of all other areas of the economy. Stable semiconductor supply chains provide stable conditions for the development of the entire economy - commented PAIH’s Chairman Paweł Kurtasz.

When we talk about the economy, we always have to have geopolitics in the back of our minds. The pandemic and then the war in Ukraine shook global supply chains, paralyzing entire sectors of the economy based on semiconductors. Therefore, Intel's investment is not only a guarantee of development, but also security. It is also further evidence of the economic consolidation of the transatlantic world. Poland can only benefit from this - added Krzysztof Michalski.
